LOLER review: what the HSE call for evidence means for lifting businesses

HSE’s review has concluded without legislative reform to LOLER at this stage, with improved guidance identified as the preferred route. Existing lifting duties therefore remain central.

What happened

HSE opened a call for evidence in October 2025 as part of a targeted review of LOLER and pressure-systems regulation. The regulator indicated that the work was focused on targeted amendments rather than wholesale reform.

What has not changed

Businesses still need suitable planning, supervision, safe execution, thorough examination and reliable records. A consultation or review does not pause current legal duties.

Questions worth asking now

  • Can you retrieve the current lift plan and approval record quickly?
  • Are examination and accessory records linked to the operation?
  • Can managers see who completed the daily briefing and checks?
  • Is there a recorded process for deviations and revised plans?

How LiftPlanProUK supports this

LiftPlanProUK gives teams a consistent structure for recording plans, approvals, people, equipment checks and daily evidence while preserving the responsibility of the competent person.

Update — HSE response to the review

HSE’s response to the LOLER call for evidence concluded that the evidence did not support legislative reform at this stage. The regulator indicated that improved guidance would be pursued instead.

For lifting businesses, the practical position is therefore continued compliance with LOLER as it stands, supported by competent planning, appropriate supervision, suitable equipment, thorough examination and clear records.

LiftPlanProUK provides planning and management support. Site-specific information must be checked and every lifting operation approved by a competent person.
