CAA proposes major changes to crane and tall-equipment safeguarding
The CAA has opened consultation on revisions to CAP1096, proposing a more risk-based and digitally enabled approach to crane and tall-equipment safeguarding around aerodromes.
What is changing?
The Civil Aviation Authority opened consultation on 2 September 2026 on proposed revisions to CAP1096, the guidance covering crane and tall-equipment notification, obstacle lighting and marking near aerodromes.
The proposals include Crane and Obstacle Notification Areas, enhanced notification requirements, increased use of ACOMS, clearer stakeholder responsibilities and revised obstacle-management, lighting and marking arrangements. The consultation closes on 18 November 2026.
Why it matters to lifting teams
Crane safeguarding should be considered during lift planning and mobilisation, not after a crane has arrived on site. Appointed Persons and project teams should identify aviation constraints early and retain evidence of notifications and approvals within the lift-plan audit trail.
- Check whether the crane location is affected by aerodrome safeguarding requirements.
- Allow time for notification and approval before mobilisation.
- Record safeguarding checks and restrictions within the lift plan.
- Review CAP1096 requirements when the revised guidance is finalised.
